The Kaskaskia Land District Office was created by an act of Congress on March 26, 1804. Kaskaskia's Register and Receiver were designated as a Board of Commissioners (first board served 1804-1809; second board 1809-1813) to examine district land claims based on French or British grants; or on Congressionial acts granting land to heads of families; former militia men; and settlers who had made tract improvements. The Board of Fund Commissioners was created by l. 1837, p. 121. Board contracted for and negotiated all loans authorized by General Assembly for internal improvements and signed and executed all bonds or stock certificates issued for such loans. Monies received from proceeds of loans were deposited at State Bank of Illinois and Bank of Illinois at Shawneetown.
